The Arizona Board of Regents on behalf of THE UNIVERSITY OF ARIZONA Tucson, Arizona ANNOUNCEMENT OF THE REQUEST FOR QUALIFICATIONS for Construction Manager at Risk Services relating to The University of Arizona's McKale Memorial Center Improvements UA Project No. 13-9191 The University of Arizona invites interested and qualified Construction Firms and/or Teams to submit a written Statement of Qualifications to provide Construction Manager at Risk Services relating to the proposed renovations and additions at the existing McKale Memorial Center (Building #96), 1721 E. Enke Drive, on the Campus of the University of Arizona in Tucson. This is a qualifications-based selection process. Fee proposals are not desired at this time. The proposed scope of work includes construction management and construction services. Construction management services will include design phase constructability reviews, systems review, scheduling, cost estimating, and preparation of a Guaranteed Maximum price (GMP). It is intended that, after mutual agreement on the GMP, the agreement will be amended to include complete construction and warranty phase services. Project Description The McKale Memorial Center originally opened in 1973 and has housed the entire ICA program under its roof for several years. The building provides administrative and support space for all athletic programs. Each program includes team offices, locker rooms, equipment and training space and academic services. The arena is used for basketball, gymnastics and volleyball events as well as a venue for civic events and campus assemblies and provides seating for over 14,000 spectators. While the facility has been improved during the intervening years, deferred maintenance items, code compliance and building systems upgrades need to be addressed. The University of Arizona's North Stadium Addition is scheduled for completion in August 2013 and with it the relocation of the football program to the new facility. Proposed new spaces at the McKale Memorial Center along with the release of the existing space from the football program relocation will allow the reconfiguration, renovation and expansion of the administrative and athletic programs that remain in the arena by means of phased construction. Several areas will need to be addressed in this project: • For the sports teams remaining in the building provide; dedicated team locker suites with an equal allocation of space and amenities across gender lines meeting Title IX requirements. • Provide basic and enhanced fan amenities that include replacement of existing seating with upgraded spectator seats, new premium seating and associated amenities, additional rest rooms and concession areas and new concourses to improve access to all seating areas as well as direct access to new wheelchair seating areas. • Enhance the student athlete experience with a dedicated "front door" entry and provide space for an Intercollegiate Athletics Academic Center. •Relocate site/service access to avoid pedestrian movement and ticketing functions. • Improve site drainage around the building. • Upgrade the building systems including HVAC, plumbing, electrical, communications, auxiliary systems and structural system. • Provide existing utility infrastructure upgrades and new utility infrastructure as required by code and building improvements. Statement of Qualifications (SOQ) A Request for Qualifications with Information for Respondents and Form of Agreement is available beginning at 8:00 am local Tucson time on Tuesday, May 14, 2013 at the Department of Planning, Design & Construction, the University of Arizona, 220 West Sixth Street, Third Floor, Tucson, Arizona 85701. The Request for Qualifications, and any published addenda, may be downloaded from the PDC website: www.pdc.arizona.edu. It is the sole responsibility of the Respondent to obtain, review, and acknowledge any addenda that may be published on the PDC website. A pre-submittal conference will be held at 1:30 pm local Tucson time on Thursday, May 23, 2013, in Lohse Room 329 of the McKale Memorial Center, 1721 E. Enke Drive, in Tucson, Arizona. Visitor parking is available Cherry Ave Parking Garage. The purpose of this conference is to familiarize potential Respondents with the basic character of the project, and to address any questions about the Request for Qualifications. Attendance at this conference is not mandatory. However, this is the only time that prospective Respondents will be able to visit and tour the existing McKale Memorial Center facility. Do not wrap each copy separately. Copies of the Statement of Qualifications shall not be sent to any other office or department of the University of Arizona. The University reserves the right to reject any or all submittals, or to withhold the award for any reason it may determine, and to waive or decline to waive irregularities in any SOQ. Statements of Qualifications will be opened at the date and time specified for receipt, and the names of the Prime Respondent will be read aloud. All information regarding the content of the Statements of Qualifications will remain confidential until an award is made or until all Statements of Qualifications are rejected.
